QM3 does not construct the primitive relational framework or derive continuous transport from scratch. It investigates what happens when the preceding framework is considered on a configuration space that may contain invariant sectors.

The sectors considered here belong to relational configuration space. They are not regions of ordinary physical space. A sector represents a class of configurations preserved by the relevant transport structure.
